Enhancing Resource Management and Service Delivery
Work under this pillar focuses on policy areas such as Public Financial Management (PFM), Domestic Resource Mobilisation (DRM) as well as issues related to using country systems and service delivery. In particular, the EIP supports initiatives that link policy areas that have previously been separated, such as revenue and budget execution. Under this pillar, the EIP promotes Country Dialogues on Using and Strengthening Local Systems.
Country Dialogues on Using and Strengthening Local Systems
The EIP takes action to achieve a greater use of local systems and better integration of aid in the budget cycle. The Country Dialogues on Using and Strengthening Local Systems were launched during the High-Level Meeting of the Global Partnership for Effective Development Co-operation (April 2014). The Country Dialogues will provide a space for development partners to discuss challenges and risks in particular countries and promote better coordination amongst donors and partners. Under the championship of USAID and the Collaborative Africa Budget Reform Initiative (CABRI), the EIP will pilot this approach in a volunteer partner country in 2015.

Linking Revenues and Expenditures
EIP partners produced a paper on the issue of Linking revenues and expenditures, in preparation of the High-Level Meeting of the Global Partnership on Effective Development Co-operation (April 2014). This work contributes to the international debate on Domestic Resource Mobilization, focussing on the quality aspects of DRM, taking into account related governance challenges.
