• Draft paper on Linking revenues and expenditures EIP partners have produced a draft paper on the issue of Linking revenues and expenditures, in preparation of the High-Level Meeting of the Global Partnership on Effective Development Co-operation (April 2014). This work contributes to the international debate on Domestic Resource Mobilization, focussing on the quality aspects of DRM, taking into account related governance challenges. Complementing existing initiatives to strengthen domestic resource mobilization at the country level. EIP members, under the championship of Germany, are exploring ways to better link expenditure and domestic revenue (including earmarking revenue, ring fencing funding, strengthening local taxation, whole of systems approach to reforms, and role of development cooperation).
