- EIP develops manual for Learning Alliances The EIP is currently developing a working manual that reformers can use in fostering peer learning initiatives. The manual will identify different peer learning modalities to be used in the area of public sector reform, allowing communicative learning as well as problem-driven, iterative experiments to achieve institutional and organizational reform. The EIP plans to pilot and test the manual among EIP members on selected public sector reform issues. - EIP develops Resource Library on Public Sector Reform The EIP is also developing an Evidence and Resource Library on Making Reform Happen in Public Sector Reform. Taking a problem-based approach, users will be able to search beyond keywords and themes, by a common reform problem. The idea is to make reformers identify and analyse their problem in depth so that the reform will later be designed in a way that tackles the actual needs of the sector. Development of country capacities for planning, implementing and evaluating public sector reforms in order to improve public services delivery. This pillar includes the development of ‘Learning Alliances’ or forums and networks that actively share information on public sector innovation, impacts and reform experience. It aims at creating ‘Peer Learning Alliances’ or direct collaborative groupings of countries that have mutually identified a tool for peer learning focused on institutional reform and are actively working to share and apply information and experience. A number of countries and institutions are working on specific proposals to develop country level and regional alliances on, for instance, building capacity for better assessing and monitoring and evaluating public sector reform issues.
